Colorado Revised the Diligent Effort Affidavit Form
Effective April 15, 2025, Colorado revised the Diligent Effort Affidavit Form. The new affidavit form can be found on the Division's website as well as on the [SLAS Website](https://doi.colorado.gov/insurance-industry/producers/agents/surplus-lines-informationfor-agents/agencies/producers/brokers).  Before any policy of insurance can be placed by an Individual Surplus Line Broker (Producing Agent) with a nonadmitted insurer, Colorado statutes and regulations require a determination be made that the policy can not be insured with a Colorado admitted insurer. This determination is known as the diligent search. Please see the attachment below for more information.

Iowa Adjuster License Offering
Effective July 1, 2025, Iowa will offer an Adjuster license for individuals and business entities. Both residents and nonresidents may apply for these licenses electronically. The fee is $50 for an initial license and $50 for renewal. Please see the attachment for more information.

Effective July 11, 2025, Maine will revise its appointment business rules to reduce the allowable backdating period for effective dates from 20 days to 15 days.

New Mexico Changing CE Vendor (PSI)
Effective June 1, 2025, New Mexico is switching to PSI for all Continuing Education, Pre-Licensing Education, and Instructor application processing. There will be a blackout period beginning May 26 through May 30, 2025, during which education providers will not be able to submit any type of application for processing. North Carolina Obtaining Proper Identification for Catastrophic Events
Posted May 8, 2025, North Carolina posted a bulletin outlining procedures companies will need to follow if a catastrophic event were to occur in North Carolina. NC Emergency Management staff will not allow any adjuster access to a declared disaster area unless the adjuster is carrying proper identification. Please see the attachment to obtain proper identification.

Posted May 13, 2025, Kansas Insurance Commissioner Vicki Schmidt announced that fees for securities registrants will be waived for the 2026 fiscal year, beginning July 1.  Please see the attachment for more information.

Montana Resident and Nonresident Pet Insurance Requirements
Effective October 1, 2025, Montana resident and nonresident P_roducers who sell, solicit, or negotiate pet insurance products_ _are subject to the requirements below._ - _A producer must be appropriately licensed and complete_ _two hours of training covering the following topics:_ - _Preexisting conditions and waiting periods;_ - _The differences between pet insurance and_ _noninsurance wellness programs;_ - _Hereditary disorders, congenital anomalies or disorders, and chronic conditions and how pet_ _insurance policies interact with those conditions or_ _disorders; and_ - _Rating, underwriting, renewal, and other related administrative topics._ - _The training requirements:_ - _Must be completed once within every 24-month period_ _after the initial training; and_ - _May be approved as CE courses under Title 33,_ _Chapter 17, Part 12._ - _An insurer must ensure that its producers:_ - _Have been appropriately trained on the coverages and _ _conditions of its pet insurance products._ - _Satisfaction of substantially similar training_ _requirements in another state will satisfy these training_ _requirements._ - _An insurer must:_ - _Obtain verification that a producer acting on the insurer's behalf received the required training before the producer is permitted to sell, solicit,_ _or negotiate the _ _insurer's pet insurance products;_ - _Maintain records subject to Montana's record_ _retention requirements; and_ - _Make the verification of the producer's compliance_ _with training requirements available to the_ _Commissioner upon request._
