Each license applicant must submit a certification of pre-licensing education completion to the commissioner. Pre licensing course completions should be submitted within five (5) calendar days of the course completion date. Reporting exceptions may be received on a case by case basis. Pre-licensing education requirements do not apply to: a. applicants exempt from taking the written examination; b. applicants who received a bachelor's degree with major coursework in insurance from an accredited institution; c. applicants holding a current and valid designation for the following lines of authority: I. life - CEBS, CHFC, CIC, CFP, CLU, FLMI, and LUTCF designations; II. accident and health or sickness - RHU, CEBS, REBC, and HIA designations; or III. property and casualty - AAI, ARM, CIC, and CPCU designations; d. limited lines producer and limited lines credit producers; and e. applicants only seeking licensure for the variable life and variable annuities line of authority. Any agent may transfer his/her nonresident fire/casualty license to a resident license without an exam. The agent must comply with the pre-licensing education requirement unless the agent did so before receiving the original license. To transfer the license, a licensee must file: a. a letter of clearance; b. an application; and c. a requisition from the sponsoring company.
Before being issued a license, a producer applicant must complete 20 hours of approved pre licensing education per line of authority. Independent Adjusters and Public Adjusters shall satisfactorily complete twenty (20) hours of pre licensing education per line of authority: Property & Casualty including Workers Compensation (20), and Workers Compensation only (20), Public Adjuster (20) or demonstrate to the Commissioner that he has had experience or special education or training with reference to the handling of loss claims under insurance contracts of sufficient duration and extent to make him competent to fulfill the responsibilities of an Independent Adjuster or Public Adjuster Professional bail agents, Soliciting bail agents and Bail Enforcement agents shall satisfactorily complete forty (40) hours of prelicensing education

Licensees whose first renewal falls 13 to 18 months from their first date of licensure must only get 12 hours of CE. Those holding only limited lines or credit limited lines licenses are exempt from CE requirements. Insurance producers who are 65 or older who have maintained a continuous insurance producer license for 25 years or more are exempt from CE, and who sign an affidavit to that effect. Bail agents 65 or more who has been licensed as a bail agent for 20 or more continuous years are exempt from CE.
Most producers and adjusters are allowed to reinstate their insurance license within 12 months of expiration. After that, you’ll need to reapply as a new licensee.

Professional bail agents, soliciting bail agents, and bail enforcement agents shall complete 16 bail-specific CE hours per 2-year renewal. Adjusters can take adjuster-specific courses as well as property and casualty courses. Insurance producers holding a P&C license cannot take adjuster courses for credit, however.

Regulatory Updates
Mississippi Removes Prelicensing Requirement for Life Only
Effective April 26, 2024, Mississippi enacted House Bill 819 which includes removing the prelicensing requirement for an individual that is seeking licensure for the life line of authority only. See Section 3 of the attached for all prelicensing exemptions.
Mississippi Updating Appointment and Termination Backdating Rules
Effective April 12, 2024, Mississippi will update their Appointment and Termination business rules to allow backdating of the effective date up to 15 days for Appointments and 30 days for Terminations. Previously, the effective date was the date the transaction was processed. The backdating rules will be enforced on Appointment and Termination Transactions.

Mississippi Adds New Non Uniform Question for Renewals
Effective September 15, 2023, Mississippi will required the following non uniform questions for renewals. Have you or any business in which you are or were an agent, owner, partner, officer or director of the business entity, or member or manager of a limited liability company, ever had an insurance agency contract or any other business relationship with an insurance company terminated for any alleged misconduct in any U.S jurisdiction?
Mississippi –To update Designated Responsible Licensed Producer (DRLP) validations for business entities.
Effective July 14, 2023, the following requirements will be added to the Designated Responsible Licensed Producer (DRLP) validations. If the business entity is applying or renewing for Viatical Settlement Provider (PDB Code: 715), Viatical Settlement Representative (PDB Code: 8513), or Viatical Settlement Broker Entity (PDB Code: 8013), then the DRLP section of the application will be required. Applicant must provide a DRLP that is actively licensed in Mississippi as a Viatical Settlement Representative or a Viatical Settlement Broker.
Mississippi Issues Bulletin Regarding CE Exemption for Insurance Producers Aged 65 and Older
During the 2023 Regular Legislative Session, the Mississippi Legislature passed House Bill 1084, which amends Section 83.-17.251 of the Mississippi Code to provide that any individual who is sixty-five(65) years of age or older and who has been licensed as an insurance producer for a continuous peril of twenty-five (25) years or more, may be exempt from insurance producer continuing education requirements. Mississippi Converting Travel LOA to License Class
Effective date is yet to be announced, but Mississippi is converting the Insurance Producer with a Travel LOA to a license class of Limited Lines Travel. A Limited Lines business entity must provide one DRLP that is actively licensed as a Limited Lines Travel Insurance Producer, or Producer with Property and Casualty or Personal Lines.
