Exemptions to CE

Licensees who are at least 65 years old, are retired from actively selling insurance products, and don’t represent any insurer or insurance agency won’t need to maintain CE requirements. On top of that, those with good cause may request a waiver and apply for a CE exemption. Similarly, those holding a limited license for credit life and disability, credit casualty, travel, vehicle, or surety are exempt from CE.

What if a producer missed the renewal date?

A license may be reinstated within 12 months of the date the license was canceled or expired, as long as they get current on their CE and pay a reinstatement fee.

Washington Implements New Transaction Type to Process Primary Name Updates

Effective January 31, 2025, Washington will Implement new transaction types to process Name Change (Demographics) updates.

Washington Will Start Processing Business Entity Address Change Electronically

Effective December 13, 2024, Washington will allow Business Entities to process address change updates electronically. Additionally, existing individual address change processing rules will be updated.

Washington Amends Requirements for: Credit, Crop, Lapsed Licenses

Effective November 1, 2024, Washington amended resident and nonresident requirements for the following sections, please see the attachment for more information: - Lapsed licenses of more than twelve months no longer require pre-licensing exams - Limited line credit insurance is included as part of any producer license issued with life, disability, property, casualty, or personal lines of authority.  - Removed crop adjuster continuing education requirements

Washington Proposed Rule Changes For Producer & Adjuster Licensing Requirements.

On August 2, 2024, Washington proposed a rule change for producer and adjuster licensing requirements. Please see the attachment for more information. - Simplify the licensing process for limited-line credit insurance by automatically including it for producers already licensed for life, disability, property or casualty insurance - Allow insurance agencies to designate a new responsible licensed producer (DRLP) during license renewal if the current DRLP is inactive, fixing an issue identified by NIPR. - Simplify the fee structure for the cancellation of producer licenses. This will simplify fee calculations and prevent delays in implementing new NIPR features. - Remove outdated language that exempted crop adjusters from continuing education (CE) requirements, aligning with a 2022 rule that mandated CE for all licensed resident adjusters. - Remove references to pre-licensing education (PLE) to follow a 2023 law that abolished the PLE requirement. - Remove references to specific dates for electronic submissions, as all licensing processes are now fully electronic. Update: The rule takes effect on November 4, 2024. Attached final copy of the changes.

Washington Stamping Fee

On July 9, 2024, Washington posted a bulletin to increase the stamping fee from 0.10% (.001) to 0.30% (.003), effective January 1, 2025. The new 0.30% stamping fee will apply to all policies with an effective date of January 1, 2025, or after, as well as endorsements on those policies. Please see the attachment for more information

Washington Seeking Comments Regarding Licensing Requirement Rule Changes for Producers and Adjusters

WA - On June 18, 2024, Washington sent out a request for industry comments on proposed producer and adjuster licensing changes. The comment period begins on June 20, 2024, and will close on August 2, 2024. Comments can be sent to the rules coordinator email address at the OIC. See attachment.

Washington Establishing Branch Fee for Limited Lines License Renewals

Effective April 12, 2024, Washington will be establishing a $20 branch fee for Limited Lines Resident License Renewal and Nonresident License Renewal applications.

Washington State Office of the Insurance Commissioner Will Require Begin Date for Affiliations

Effective January 18, 2024, Washington resident and nonresident applicants will be required to supply their affiliation begin date when submitting an initial application that is not found on record. 

Washington State Office of the Insurance Commissioner to Add New License Classes for Business Entities and Individuals

Effective February 16, 2024, Washington is adding new individual and business license classes for renewal applications. Changes will also include adding a new Non Uniform Question (NUQ) for business entities to identify the number of employees.

The Washington State Office of Insurance Commissioner Adds CE Requirements for Residents and Nonresidents

Effective January 1, 2024, The Washington State Office of Insurance Commissioner will require additional CE including Best Interest Standards for residents and Nonresidents.

Washington Department of Insurance Publishes Changes to Licensing Requirements for Residents

On November 8, 2023, Washington Department of Insurance published changes on licensing requirements for Individuals. Please see below for updated sections. **Washington Department of Insurance Individual Resident License Requirements** **Fee Summary** Managing General Agent Appointment (biennially):  $ 200.00 Fingerprint processing fee: $49.25 **Application** An applicant for a producer license must file the uniform application and declare under penalty of refusal, suspension or revocation of license that statements in the application are true and complete to the best of the individual's knowledge and belief.  Applicants must:      a.   Submit an online application including payment           of licensing fees; and      b.   Submit fingerprints electronically from the           IDEMIA-IdentoGo Center. **Fingerprints** All fingerprints must be submitted electronically from the IDEMIA-IdentoGo Center. 3\.   Applicants must schedule a fingerprint appointment with      IDEMIA no later than 1 business day prior to the examination      date.      a.   To schedule an appointment, applicants must:           I.   visit or          II.   call IDEMIA at (888)771-5097.      b.   A fingerprinting fee must be paid by credit card, eCheck,           or company billing account to IDEMIA at the time of           appointment scheduling. **Examination** To schedule an examination, an applicant must:      a.   visit or      b.   call (855)205-5825 (Monday - Friday, 2:30 AM -9:00 PM, or           Saturday - Sunday, 6:00 AM - 2:30 PM, Pacific Time). Candidates must bring 1 form of photo-bearing identification that is valid and unexpired to the examination center.  The identification may be 1 of the following items:      a.   state-issued driver's license;      b.   state-issued identification card;      c.   U.S. government-issued passport;      d.   U.S. government-issued military identification card;      e.   U.S. government-issued alien registration card; or      f.   Canadian government-issued ID. Reservations for reexamination cannot be made at the examination center, and candidates must wait 24 hours  before rescheduling another exam.

Washington Eliminating Prelicensing Education Requirements for Insurance Producers

Washington Notice to Annuity Suitability CE Providers

On September 29, 2023, Washington sent a notice to Annuity Suitability CE Providers to let them know their current WA Annuity Suitability 4 Hour Course will be canceled on December 31, 2023 since the new Annuity Suitability training rule will be effective on January 1, 2024.

Washington To No Longer Allow Appointment Backdating

UPDATE 06/29/2023: The effective date for this change was moved to August 3, 2023 UPDATE 06/28/2023: The effective date for this change was moved to July 27, 2023. Washington Announces Adjuster Line of Authority Updates

On March 11, 2022, Washington released an update on the "No Authority Required" LOA assignment being removed from Washington Adjuster license classes: Independent Adjuster, Public Adjuster, and Crop Adjuster. They released an update that noted this will now impact both individual and firm entity types.
