Submission of completion certificate rule

The applicant must present a valid certificate of completion or a notice of pre-license education waiver at the time of the written examination.

How long is the pre licensing certification valid?

The applicant will receive a certificate of completion of the pre-licensing course within 3 days after completion. Certificates may be sent to each applicant electronically, but must be formatted in a manner that prevents changes to the course and applicant information. The certificate is valid for 180 days. An applicant who does not pass the licensing exam within 180 days must take another pre-licensing course for that license type before re-taking the examination.

Exemptions to pre licensing requirements

The following are exempt from pre-license education requirements: a. an applicant for any major line of authority who holds a bachelor or associate degree in insurance, or a related degree with a concentration of insurance courses, from an accredited institution; b. an applicant for the personal lines or property and casualty lines of authority who holds any of the following designations: I. Chartered Property and Casualty Underwriter (CPCU); II. Accredited Advisor in Insurance (AAI); III. Associate in Risk Management (ARM); or IV. Certified Insurance Counselor (CIC); c. an applicant for the life line of authority who holds any of the following designations: I. Chartered Life Underwriter (CLU); II. Certified Employee Benefit Specialist (CEBS); III. Chartered Financial Consultant (ChFC); IV. Certified Insurance Counselor (CIC); V. Certified Financial Planner (CFP); VI. Fellow of the Life Management Institute (FLMI); or VII. Life Underwriter Training Council Fellow (LUTCF); or d. an applicant for the accident and health line of authority who holds any of the following designations: I. Registered Health Underwriter (RHU; II. Certified Employee Benefit Specialist (CEBS); III. Registered Employee Benefits Consultant (REBC); or IV. Health Insurance Associate (HIA). Persons requesting exemption from pre-license education requirements must provide verification of the insurance degree or professional designation prior to exam registration. A separate pre-licensing education waiver must be requested and obtained for each subject matter category. An active military service member or veteran may submit an documentation, evidence, statement, or endorsement that may be available or produced for the Superintendent's consideration to demonstrate substantial equivalence of education and experience while serving in the armed forces to meet the pre-license education requirements. A separate education waiver must be requested and obtained for each subject matter category. A waiver is valid for 180 days from the waiver issuance date. a. No person may be issued more than 1 exemption for each major line of authority. b. If the waiver expires prior to exam passage, the person must complete the required pre-licensing education. c. A waiver extension will be granted if an applicant is actively deployed for military service. No person who surrendered an insurance license or who has had a license suspended, inactivated, cancelled for nonrenewal, or revoked may use the exemptions discussed in paragraph (5) above.

Prelicense education requirement

Unless exempt, resident agent applicants must complete pre-licensing education from an Ohio approved pre-licensing provider before taking an examination for any of the following lines of authority: a. life - 20 hours; b. accident and health - 20 hours; c. property - 20 hours; d. casualty - 20 hours; e. personal lines - 20 hours; and f. surety bail bond - 20 hours. Navigator applicants must complete 24 hours of pre-certification education including all of the following, but not limited to: a. compliance with HIPAA and any regulation adopted thereunder; b. ethics; c. provisions of the Patient Protection and Affordable Care Act (ACA); d. levels of coverage available under the ACA; e. eligibility requirements to purchase qualified health plans; f. means of appeal and dispute resolution; g. conflict of interest and impartiality; h. exchange privacy policies and requirements; i. individual eligibility requirements for Medicaid; j. advanced premium tax credits and cost sharing reductions; k. publicly funded health care (Children's Health Insurance Program, Medicaid); and l. eligibility requirements for employers to make insurance available to their employees through the Small Business Health Options Program (SHOP). A navigator applicant that has met the required education standards set forth by the exchange will have subsequently met all education requirements listed in OH ADC 3901-5-13

Exemptions to CE

What if a producer missed the renewal date?

You have a one month grace period to get current on CE, and renew with a standard renewal fee plus $100 late fee. After one month, the license will be inactive. A license suspended for non renewal can be reinstated within one year of the original license expiration date if the individual satisfies CE, submits a renewal application and remits all applicable fees. In addition to the renewal fee (if required), a $300 reinstatement fee must be paid to reinstate the license.

Producers who hold a surety bail bond license need to complete 7 hours of CE, 6 of which must be in approved surety bail bond courses and 1 of which must be in an ethics course. The surety bail bonds license must be renewed annually by April 1st. Resident producers who hold a title license must complete 12 hours of approved CE, of which 10 must be specific to their title license and two must be in approved ethics courses. Viatical settlement agents' renewal period ends on Dec. 31st every two years based on license issuance, and must complete 15 hours of CE.

Ohio 2025 Appointment Renewal

Posted April 9, 2025, Ohio sent out a notice about the upcoming 2025 appointment renewal. - Any appointment that is active on June 30, 2025, will automatically be renewed effective July 1, 2025. A renewal invoice will be sent to the company in August 2025. The invoice will include the appointment renewal fees for all agent and agency appointments that were active as of June 30, 2025.  - All appointment termination requests must be completed before June 30, 2025. Ohio Nonresident Contact Information / Surrender Deadline Timeframe and Resident Exam Updates

Effective March 27, 2025, Ohio has made updates to the language and rules for residents and nonresidents, with specific changes for each group. Nonresidents - A nonresident's license surrender will be effective immediately after the request is received, or at a later date specified by the agent. However, this must occur no more than 5 days after the request is received. - Nonresidents must notify the department within 30 days of any changes in the following: - Name - Resident address - Business address - Mailing address - Email address - Phone number Resident The language around exam extensions for residents deployed on military service has been clarified to specify this extension.  If a resident is deployed for active military service, they may receive an extension. Ohio Annual Title Filings

On December 2, 2024, Ohio posted a notification reminding licensed Ohio title agents and agencies, or their authorized representatives that they must file an annual title agent/agency review. Ohio Seeking Comments on Proposed Amendments

Posted November 5, 2024, Ohio is seeking public comment on proposed amendments around procedures and requirements for the licensing and appointment of insurance agents in Ohio. Ohio Revises Protocols for Superintendent’s License Actions and Penalties

Effective September 10, 2024, Ohio updated the verbiage for residents and nonresidents surrounding the Superintendent's steps before they deny, revoke, suspend, or refuse to issue a license, or impose any penalty. Please see the attachment for more information

Effective January 22, 2025, Ohio added training requirements for residents and nonresidents for pet insurance producers.

Ohio Inactive Appointments Being Removed From Producer Database (PDB)

Effective August 17, 2024, Ohio will no longer reflect appointments that have been inactive for over five years on PDB.

Ohio Nonresident Navigator Licensing Fees

On July 15, 2024, Ohio amended the effective date for resident individual insurance navigator initial and renewal fee changes from October 3, 2023 to September 9, 2024. Ohio Announces PSI as Continuing Education (CE) Processing Vendor

Effective July 31, 2023, Ohio has named PSI as the new Continuing Education (CE) processing vendor for the Ohio Department of Insurance.  See attachment for full details.

Ohio Names New CE Vendor

Effective July 31, 2023, Prometric will no longer be the CE vendor for the State of Ohio. Beginning August 1, 2023, PSI will be taking over all continuing education application processing, including renewals, provider applications, course applications, and inquiries.

Ohio to Update Fee for Reinsurance Intermediary Licenses

Effective, July 1, 2023, the fee for the Reinsurance Intermediary Managers and Brokers will change from $500 to $100. This change will affect Resident Licensing, Resident Licensing Renewals, Nonresident Licensing, and Nonresident Licensing Renewals and will apply to individuals and business entities.

Ohio Surety Bail Bond Reinstatement Fee Update

Effective on June 8, 2023, reinstatement fees for resident and nonresident applicants for Surety Bail Bonds will be updated from $150 to $250
