Effective January 1, 2026, Hawaii is requiring residents and non-residents to complete the following requirements to sell, solicit, or negotiate a pet insurance product. A pet insurance producer must be appropriately licensed under the property and casualty lines of authority and complete the required training in order to sell, solicit, or negotiate a pet insurance product. - An insurer must ensure that its producers are trained on: - Topics discussed below: and - Its pet insurance products' coverages and conditions. - The training must cover the following topics: - Preexisting conditions and waiting periods; - The differences between pet insurance and non-insurance wellness programs; - Chronic conditions, congenital anomalies and disorders, and hereditary disorders, and how pet insurance policies interact with those conditions or disorders; and - Rating, underwriting, renewal, and other related administrative topics. • Satisfaction of substantially similar training requirements in another state will satisfy this state's training requirements.

Effective July 19, 2025, Massachusetts appointment renewal invoices will be available for payment from July 19, 2025, through August 31, 2025. The termination deadline is July 14, 2025. The Massachusetts state appointment renewal fee is $75.00 per license class at an individual level, and $75.00 per member at the business level.
Effective July 11, 2025, South Carolina will require appointment terminations with the termination reason "Cancelled For Cause" to send documentation to the South Carolina Department of Insurance. Supporting documentation must be sent by email to agentmail@doi.sc.gov within 30 days of the appointment termination South Carolina is also updating accepted termination reasons. South Carolina will accept the following reasons: - Voluntary Termination - Inadequate Production - Death - Company Defunct or Liquidation - Company Indebtedness - Poor Policyholder Service - Agent Moved - Appointed in Error - Cancelled for Cause South Carolina will no longer accept the following termination reasons: - Request for Regulatory Review
Effective July 1, 2025, North Dakota will be updating the licensing, renewal, and appointment fees. Please see the chart below for more information.
June 10, 2025, Puerto Rico is updating appointment records marked "Property & Casualty" in the Producer Database to distinguish "Property" appointments from "Casualty" appointments.
On June 10, 2025, Indiana issued a bulletin requiring third party administrators, pharmacy benefits managers, and insurance carriers to maintain key business information such as address and business owner data with the department by July 1 beginning this year, 2025, and every year moving forward.
On June 9, 2025, Iowa released a bulletin giving insurers and would-be licensees guidance on a new law that creates license requirements for independent adjusters, an optional license for staff adjusters, appraisers, and umpires. Please see the attachment for more information.
New Mexico has repealed a continuing education rule that would have required all producers who sell excepted benefit plans to complete two hours of specialized training by April 1, 2026. Please see the attachment for more information.
On June 6, 2025, the Connecticut Insurance Department posted seven insurance carriers' requested rate filings for the small group and individual health insurance markets in the state for the upcoming 2026 plan year. The average individual rate represents a 17.8% increase and the average small group rate would be a 13.1% increase.
Personal auto and residential property insurers selling more than $1 million in the state must supply data to the Texas Department of Insurance for the HelpInsure.com website. Responses to the TDI email notice for specific insurers are due July 11, 2025.
