Hawaii Pet Insurance Requirements
Effective January 1, 2026, Hawaii is requiring residents and non-residents to complete the following requirements to sell, solicit, or negotiate a pet insurance product. 
A pet insurance producer must be appropriately licensed under the property and casualty lines of authority and complete the required training in order to sell, solicit, or negotiate a pet insurance product.
- An insurer must ensure that its producers are trained on:
- Topics discussed below: and
- Its pet insurance products' coverages and conditions.
- The training must cover the following topics:
- Preexisting conditions and waiting periods;
- The differences between pet insurance and non-insurance wellness programs;
- Chronic conditions, congenital anomalies and disorders, and hereditary disorders, and how pet insurance policies interact with those conditions or disorders; and
- Rating, underwriting, renewal, and other related administrative topics.
• • Satisfaction of substantially similar training requirements in another state will satisfy this state's training requirements.
