Licensees who are at least 65 years old, are retired from actively selling insurance products, and don’t represent any insurer or insurance agency won’t need to maintain CE requirements. On top of that, those with good cause may request a waiver and apply for a CE exemption. Similarly, those holding a limited license for credit life and disability, credit casualty, travel, vehicle, or surety are exempt from CE.
A license may be reinstated within 12 months of the date the license was canceled or expired, as long as they get current on their CE and pay a reinstatement fee.

Regulatory Updates
Washington Travel Framework Update
Effective January 1, 2027, Washington's Travel insurance framework will roll out. Please see below for more details on the framework update. - "Limited lines travel insurance producer" means: - A licensed insurance producer, including a licensed limited lines producer of travel insurance; or - A travel administrator. - "Travel administrator" means a person who directly or indirectly underwrites, collects charges, collateral, or premiums from, or adjusts or settles claims on Washington residents in connection with travel insurance. The following persons will not be considered travel administrators: - A person working for a travel administrator, to the extent the person's activities are subject to the travel administrator's supervision and control; - An insurance producer selling insurance or engaged in administrative and claims-related activities within the producer's license scope; - A travel retailer offering and disseminating travel insurance that is registered under a limited lines travel insurance producer's license; - An attorney-at-law who adjusts insurance losses from time to time incidental to the practice of their profession and who does not collect charges or premiums in connection with insurance coverage; or - A business entity that is affiliated with an authorized insurer while acting as a travel administrator for the affiliated insurer's direct and assumed insurance business. - "Travel insurance": - Means insurance coverage for personal risks incident to planned travel, including: - Trip or event interruption or cancellation; - Loss of baggage or personal effects; - Damages to accommodations or rental vehicles; - Sickness, accident, disability, or death occurring during travel, provided that the health benefits are not offered on a stand alone basis and are incidental to other coverage; - Emergency evacuation; - Repatriation of remains; and - Any other contractual obligation to indemnify or pay a specified amount to a traveler upon determinable contingencies related to travel, approved by the. Commissioner; and - Does not include: - Major medical plans that provide comprehensive medical protection for travelers with trips lasting 6 months or longer including, for example, those working or residing overseas as an expatriate; or - Any other product requiring a specific insurance producer license. - The Commissioner may issue a limited lines travel insurance producer license to an individual or a business entity. - Applicants must file the required license application. - The limited lines travel insurance producer must be licensed to sell, solicit, or negotiate travel insurance through an authorized insurer. - No person may act as a limited lines travel insurance producer or travel retailer unless properly licensed or registered, respectively. - Limited lines travel insurance producers and travel retailers are subject to the same criteria for suspension, revocation, and penalties applicable to resident insurance producers under - A travel retailer may offer and disseminate travel insurance under a limited lines travel insurance producer business entity license if: - The producer or travel retailer provides to the travel insurance purchasers: - The actual material terms of insurance coverage or a description of the material terms of the insurance coverage; - A description of the claims filing process; - A description of the review or cancellation process for the travel insurance policy; and - The insurer's and limited lines travel insurance producer's identity and contact information; - At the time of licensure, the limited lines travel insurance producer establishes and maintains a register of each travel retailer that offers travel insurance on the producer's behalf; - The limited lines travel producer: - Certifies that the travel retailer registered complies with 18 USCA § 1033; - Designates an employee who is a licensed individual producer as the person responsible for the compliance with Washington's travel insurance laws and rules applicable to the producer and its registrants; - Pays the applicable licensing fees; and - Requires each of the travel retailer's employees and authorized representatives that offer and disseminate travel insurance to complete a training program, which is subject to the Commissioner's review and approval, that covers: - The types of insurance offered; - Ethical sales practices; and - Required disclosures to prospective purchasers; and •The employee designated under (6)(c (II), president, secretary, treasurer, and any other officer or person who directs or controls the producer's insurance operations complies with the fingerprinting requirements applicable to insurance producers in the limited lines travel insurance producer's resident state. - The register discussed above must: - Be created on the Commissioner-prescribed form; - Be maintained and updated by the limited lines travel insurance producer; - Include: - The name, address, and contact information of the travel retailer and an officer or person who directs or controls the travel retailer's operations; and - The travel retailer's federal tax identification number; and - Be submitted to the Commissioner annually in the Commissioner-prescribed form and manner. - The travel retailer must make brochures or other written materials available to prospective purchasers that have been approved by the travel insurer. The materials must: - Provide the insurer's and limited lines travel insurance producer's identity and contact information; - Explain that purchase of travel insurance is not required to purchase any other product or service from the travel retailer; and - Explain that an unlicensed travel retailer may provide general information about the offered travel insurance, including a description of the coverage and price, but is not qualified or authorized to: - Answer technical questions about the insurance terms and conditions; or - Evaluate the adequacy of the customer's existing insurance coverage. - A travel retailer's employee or authorized representative who is not licensed as an insurance producer may not: - Evaluate or interpret the technical terms, benefits, or conditions of the offered travel insurance coverage; - Evaluate or provide advice concerning a prospective purchaser's existing insurance coverage; or - Hold himself/herself out as an authorized insurer, licensed producer, or insurance expert. - As the insurer designee, the limited lines travel insurance producer: - Is responsible for the acts of a travel retailer; and - Must ensure that the travel retailer complies with the Washington Travel Insurance Act. - The limited lines travel insurance producer is responsible for any acts committed by any unlicensed persons that violate the Insurance Code under the producer's or travel retailer's supervision, control, or direction. The Commissioner may enforce the provisions of Title 48 (Insurance) against the limited lines travel insurance producer or travel retailer for any such acts. - Travel administrators are subject to the requirements below. - To act or represent itself as a travel administrator for travel insurance in Washington, a person must be licensed as a limited lines travel insurance producer. - A travel administrator and its employees are exempt from the adjuster licensing requirements of WA ST 48.17.060(2) for travel insurance the travel administrator administers. - An insurer is responsible for: - The acts of a travel administrator administering travel insurance underwritten by the insurer; and - Ensuring that the travel administrator maintains all books and records relevant to the insurer, to be made available by the travel administrator to the Commissioner upon request.
Washington Additional CE Requirements for Insurance Producers
Effective May 1, 2026, Washington insurance producers **MUST** have completed a one-credit CE course in order to submit new business for long-term care supplemental policies. This course is in addition to the 8-hour LTC initial training and any subsequent 4-hour refresher training. Please see the following attachment for more information.
Washington Transitions OIC System Workflows
Posted January 20, 2026, Washington sent out a bulletin informing the public that the Producer & Licensing Oversight (PLO) program is transitioning core insurance licensing transactions from the OIC Online system to be handled electronically.
Washington DRLP, Affiliation, and Reinstatement Rule Updates

Washington Resident and Non Resident PBM
Effective September 15, 2025, Washington now allows a resident and non-resident licensing for a pharmacy benefit manager (PBM). Requirements are below: - PBM's must register with the Office of the Insurance Commissioner (OIC) and annually renew the registration. - A PBM is a subtype of health care benefit managers (HCBMs). - A "PBM" is a person who contracts with pharmacies on behalf of a health carrier, employee benefits program, or Medicaid managed care program to: - Process claims for prescription drugs or medical supplies or provide retail network management for pharmacies or pharmacists; - Pay pharmacies or pharmacists for prescription drugs or medical supplies; - Negotiate rebates, discounts, or other price concessions with manufacturers for drugs paid for or procured as discussed in WA ST 48.200.020(14)(a); - Establish or manage pharmacy networks; or - Make credentialing determinations. - PBMs must comply with the requirements set forth in: - [WA ST 48.200.030 - WA ST 48.200.050](https://app.leg.wa.gov/RCW/default.aspx?cite=48.200.030) Health Care Benefit Managers; and - [WA ST 48.200.220 - WA ST 48.200.320](https://app.leg.wa.gov/RCW/default.aspx?cite=48.200.220) (PBM requirements).
Washington Prepublication Draft Feedback On Registering/Identifying Umpires
On September 19, 2025, Washington released a prepublication draft for the rule on registering and identifying umpires in auto appraisals. The new law requires the Insurance Commissioner to register competent and disinterested umpires who will be identified to auto appraisers if they are unable to agree on an umpire to resolve their loss dispute. The comment period for the prepublication draft begins on Friday, September 19, and closes at 11:59 p.m. on September 28, 2025. Washington Fingerprint Requirements
Effective August 15, 2025, Washington is requiring all resident applicants to submit the licensing application to Washington’s Office of the Insurance Commissioner (OIC) before scheduling an appointment for fingerprints. A person attempting to schedule a fingerprinting appointment will be required to provide the NIPR or OIC transaction number from their submitted application. Washington Proposed Rule Changes For Producer & Adjuster Licensing Requirements.
On August 2, 2024, Washington proposed a rule change for producer and adjuster licensing requirements. Please see the attachment for more information. - Simplify the licensing process for limited-line credit insurance by automatically including it for producers already licensed for life, disability, property or casualty insurance - Allow insurance agencies to designate a new responsible licensed producer (DRLP) during license renewal if the current DRLP is inactive, fixing an issue identified by NIPR. - Simplify the fee structure for the cancellation of producer licenses. This will simplify fee calculations and prevent delays in implementing new NIPR features. - Remove outdated language that exempted crop adjusters from continuing education (CE) requirements, aligning with a 2022 rule that mandated CE for all licensed resident adjusters. - Remove references to pre-licensing education (PLE) to follow a 2023 law that abolished the PLE requirement. - Remove references to specific dates for electronic submissions, as all licensing processes are now fully electronic. Update: The rule takes effect on November 4, 2024. Attached final copy of the changes.
Washington Stamping Fee
On July 9, 2024, Washington posted a bulletin to increase the stamping fee from 0.10% (.001) to 0.30% (.003), effective January 1, 2025. The new 0.30% stamping fee will apply to all policies with an effective date of January 1, 2025, or after, as well as endorsements on those policies. Please see the attachment for more information
Washington Seeking Comments Regarding Licensing Requirement Rule Changes for Producers and Adjusters
WA - On June 18, 2024, Washington sent out a request for industry comments on proposed producer and adjuster licensing changes. The comment period begins on June 20, 2024, and will close on August 2, 2024. Comments can be sent to the rules coordinator email address at the OIC. See attachment.
Washington Establishing Branch Fee for Limited Lines License Renewals
Effective April 12, 2024, Washington will be establishing a $20 branch fee for Limited Lines Resident License Renewal and Nonresident License Renewal applications.
Washington State Office of the Insurance Commissioner Will Require Begin Date for Affiliations
Effective January 18, 2024, Washington resident and nonresident applicants will be required to supply their affiliation begin date when submitting an initial application that is not found on record.
Washington State Office of the Insurance Commissioner to Add New License Classes for Business Entities and Individuals
Effective February 16, 2024, Washington is adding new individual and business license classes for renewal applications. Changes will also include adding a new Non Uniform Question (NUQ) for business entities to identify the number of employees.

Washington To No Longer Allow Appointment Backdating
