Missouri Allowing New License Classes to be Applied Electronically

Missouri Displaying New License Classes on the Producer Database
Effective February 20, 2025, Missouri will start displaying the below license classes and lines of authority on the Producer Database. Some of these will be individual, business, or displayed under both entity types.

Effective November 15, 2024, Missouri will introduce a Limited Lines Self-Service Storage Producer license to the Producer Database (PDB), for individuals and business entities.

Missouri Revised The Annuity Training Requirements For Resident And Nonresident Licensing
Effective August 30, 2024, Missouri revised the annuity training requirements for resident and nonresident licensing. Please see the attachment for more information. _A producer who has completed a Department approved annuity training course before 8/30/2024 must complete either of the following within 6 months after 8/30/2024:_ - _A new 4 credit training course approved by the Department after 8/30/2024; or_ - _An additional 1-time, 1-credit training course approved by the Department and provided by the Department approved education provider on appropriate sales practices, replacement, and disclosure requirements_
Missouri Passed A Bill Involving Minimum Time The Department Will Request Records From An Entity
Effective August 28, 2024, Missouri passed a bill involving a regulated entity will not have less than 30 calendar days to submit any record or material requested by the Department. Please see the attachment for more information.
Missouri Adopts Best Interests Standard In Suitability Annuity Transactions
Effective August 30, 2024, Missouri has amended the Suitability in Annuity Transactions rule. Missouri incorporated the “Best Interests” standard the National Association of Insurance Commissioners (NAIC) adopted. Please see the attachment for more information. Update: Missouri posted a bulletin providing clarification around these changes on October 1, 2024. Please see the attachment for more information.
Missouri Updates Continuing Education Exemption Requirements
Effective August 28, 2024, Missouri has updated the Continuing Education exemption for life producers who only sell funeral or burial expenses. The exemption now applies to producers whose written agreements with the insurer limits them to policies or annuities for funeral or burial expenses with an initial face amount of $20,000 or less, an increase from the previous limit of $15,000. Please see attached for more details.
Missouri Cyber Security Reporting
Missouri posts a cybersecurity bulletin requesting insurers notify the Department of Insurance of a cybersecurity event no later than 10 days after they have become aware of a breach. Please see attached document for more information.
Missouri Implements New Transaction Type to Process Individual Primary Name Updates
Effective May 11, 2023, a new transaction type will be implemented for Missouri to process individual primary name updates.
Missouri Will Update LOA Descriptions for Surplus Lines License Classes
Effective April 14, 2023, Missouri will convert existing None LOA descriptions for Surplus Lines and Motor Vehicle Extended Service Contract to match license classes.
Missouri Will Add Travel Business Entity License
Effective March 17, 2023, Missouri will offer a Travel Business Entity License class for Resident, Nonresident, Resident Renewal, and Nonresident Renewals.
Missouri Travel Licensing
Language surrounding Missouri Travel Licensing has been updated. Effective August 11, 2022, any insurance producer license with a major line, licensed MGA, or TPA is eligible for a Travel line of authority.
Missouri Updates Background Investigation Requirements
Individuals Requesting a pre-licensure criminal history determination under the Fresh Start Act is required to complete their request via an acceptable form. The Division or licensing board will reveal the determination within 30 days of the board meeting and no later than 4 months after the request has been submitted.
