An applicant who was previously licensed for the same lines of authority in another state is exempt from pre-licensing and examination requirements if: a. the applicant is in good standing in that state; or b. the application is received within 90 days of cancellation of the previous license and the prior state certifies that the applicant was in good standing at the time of cancellation. Pre-license education may be waived if the applicant: a. held a producer license in another state, which expired less than a year before the waiver application; b. is a veteran of the U.S. armed forces, and completed a course of veteran's education approved by the Commissioner; c. has completed insurance classes at an accredited college or university which are comparable to the required pre-licensing courses; d. is an attorney licensed only for title insurance; e. is seeking a life authority and holds one the following professional designations: I. Certified Employee Benefits Specialist (CEBS); II. Chartered Financial Consultant (ChFC); III. Fellow, Life Management Institute (FLMI); or IV. LUTC Fellow (LUTCF); f. is seeking an accident and health or sickness authority and holds one of the following professional designations: I. Registered Health Underwriter (RHU); II. Certified Employee Benefits Specialist (CEBS); III. Registered Employee Benefits Consultant (REBC); or IV. Health Insurance Associate; g. is seeking property, casualty or personal lines authorities and holds the following professional designations: I. Accredited Adviser in Insurance (AAI); II. Associate in Risk Management (ARM); III. Certified Insurance Counselor (CIC); or IV. Chartered Property and Casualty Underwriter (CPCU); or h. has earned another professional designation the Commissioner deems to satisfy the pre-licensing requirement. A request for a pre-license education waiver must be made before registering for an exam or submitting an application for a producer license. The following documents may be required: a. for new residents, a recent certification letter or status letter issued by the licensing authority of the resident state; b. proof of completion of a course of veteran's education; c. a transcript issued by an accredited college or university where an insurance course was taken and a description of the subject matter covered; d. a certificate of good standing issued by the Clerk of the New Jersey Supreme Court; or e. proof of having earned a professional designation. An applicant who previously surrendered a valid license as a condition of public employment is exempt from pre-license education as long as: a. the employment was insurance-related; and b. application for re-licensing is made within 1 year after the employment is terminated. Waivers expire 90 days after issuance and may be extended only for good cause.
All pre licensing courses must contain insurance regulation content, including: a. state regulatory jurisdiction; b. powers of the Commissioner and methods of regulation; c. producer licensing; d. producer trade practices, standards of conduct and ethics; e. doing business as a licensed producer; and f. insurance fraud detection and prevention. Applicants for the following lines of authority must complete the specified number of hours: a. life and/or variable authorities: 20 total hours, including: I. general life insurance concepts; II. suitability; III. annuities; IV. contracts on a variable basis; and V. New Jersey law and practice regarding life insurance; b. accident and health or sickness authority; 20 total hours, including: I. general health insurance concepts; and II. New Jersey law and practice regarding health insurance; c. property authority: 20 total hours, including: I. general property insurance concepts; II. flood insurance and the National Flood Insurance Program; and III. New Jersey law and practice property and health insurance; d. casualty authority: 20 total hours, including: I. general casualty insurance concepts; II. health insurance concepts; and III. New Jersey law and practice regarding casualty and health insurance; e. title insurance authority: 20 total hours, including: I. general principles of real estate and title insurance; and II. New Jersey law and practice regarding title insurance; and f. personal lines authority: 20 total hours, including: I. general property/casualty principles for personal lines; II. general health insurance principles for individual coverages; and III. New Jersey law and practice regarding property/ casualty and health insurance principles for personal lines products.
