Those who’ve been licensed for 15 years and turned 65 by January 1, 2012, are permanently exempt from having to maintain CE credits. Since then, if you’re 65 and have maintained a license for at least 15 years, Louisiana allows you to apply for a CE waiver. Military family members having trouble maintaining CE because of active duty can apply for a CE waiver. Limited lines producers such as those holding industrial fire, surety, or other lines that don't require a pre licensing examination may also be exempt from CE.

Louisiana Implements New Transaction Type to Process Primary Name Updates
Effective January 9, 2025, Louisiana will implement a new transaction type to process Name Change (Demographics) updates to process individual primary name updates.
Louisiana No Longer Allowing Partial Renewals
Effective January 9, 2025, Louisiana will start requiring applicants to renew all renewable lines of authority within the same license class in the same application. No partial renewals will be allowed.

Louisiana Adopts New Requirements For Annuity Products.
Effective September 20, 2024, Louisiana amended training requirements for producers who transact annuity products. Producers who hold a life line of authority and who sell annuities must complete the course: - By 3/20/2025, if already licensed prior to 9/20/2024; or - Before selling annuities, if the producer was licensed on or after 9/20/2024. These changes also require how these classes must be taken, whether in the classroom or self-study and what topics are and are not allowed to be discussed during the course. Louisiana Defines Requirements For Surplus Lines Credit For Taxes
Effective September 20, 2024, Louisiana defines the requirements to receive a surplus lines insurance refund or credit for taxes paid on gross premiums received by the Department of Insurance. Please see the attachment for more information.
Louisiana Actives Catastrophe Adjuster Registrations For Francine
September 9, 2024, Louisiana Department of Insurance has activated catastrophe adjuster registrations in anticipation of Francine which is expected to make landfall in Louisiana on September 11, 2024. An insurer or their designee may file registrations using the Catastrophe Adjuster Registration Module in Industry Access on the LDI website. Louisiana adopts “Best-Interest” Standard of Care for Insurance Professionals In Recommending Annuities
On July 30, 2024, the Louisiana Department of Insurance issued a news release to announce they have adopted a measure to incorporate a “best-interest” standard of care for insurance professionals in recommending annuities to consumers. Louisiana joins 45 other states that have implemented “best interest of consumer enhancements” per the National Association of Insurance Commissioners’ Suitability in Annuity Transactions Model Regulation. Louisiana Adding Conditions for Acting as an MGA
Effective August 1, 2024, Louisiana will be adding additional conditions under which certain persons with prior control over officer/director selection or appointments for an insolvent insurer may be approved to act as an MGA. These conditions will be added for residents and nonresidents. Unless a person proves that his/her actions or omissions did not significantly contribute to an insurer's insolvency, a person may not act as an MGA in Louisiana if the person: -Is a former officer, director, or person with direct or indirect control over the selection or appointment of an officer or director of an insurer doing business in Louisiana; and -Served in that capacity within the 2-year period before the insurer became insolvent. The Commissioner may approve a person discussed above if at least 5 years have passed since the insurer became insolvent.

Louisiana Department of Insurance Updates Licensing Information on P&C Surplus Lines Licenses and Premium Tax
On December 14, 2023, The Louisiana Department of Insurance updated the taxes and fees section for surplus lines further clarifying that there should be no regard to location of the covered property, risk or exposure for the home state of Louisiana, the rate still remains at 4.85% of gross premiums.
Louisiana Department of Insurance (LDI) Implements Nonadmitted and Reinsurance Reform Act with Respect to Surplus Lines
On December 6, 2023, The Louisiana Department of Insurance revised and reissued Bulletin 2011-01 to update redesignated legal citations and contact information. - Defined “Surplus Lines Insurance” - Removed prior guidance on Louisiana’s participation in the Nonadmitted Insurance Multi-State Agreement. - Removed prior guidance on requirement for a producer to conduct a diligent search among admitted insurers prior to placing coverage with a surplus lines insurer. Louisiana 2023 Individual Appointment Renewals – Updates
**Appointment Renewal End Date changed to January 3, 2024** - Active individual appointments on record as of November 24, 2023, will be invoiced for renewals. - The NIPR website will display the renewal invoice and a list of appointment renewals beginning at 8:00 am CST on December 1, 2023. - The invoices will no longer be displayed on the NIPR website after January 3, 2024, at 4:00 pm CST. - NIPR will display the invoices as paid once payment is received. - Louisiana appointments paid through the appointment renewal invoice will also be updated after the renewal period ends on with the effective date of December 31, 2024.

Louisiana Adding Annuity Training Requirement
Effective August 1, 2023, the Commissioner may require a licensed annuity producer to complete a 1-time, 1-credit training course meeting the standards established in compliance with LA R.S. 22:919.
Louisiana Adding Pet Insurance License
Residents and Nonresidents, Effective January 1, 2024, a pet insurance producer must be licensed in a major line of authority and complete the required training in order to sell, solicit, or negotiate a pet insurance product. a. An insurer must ensure that its producers are trained on: I. Topics discussed in (b) below; and II. Its pet insurance products' coverages and conditions. b. The training must cover the following topics: I. Preexisting conditions and waiting periods; II. The differences between pet insurance and noninsurance wellness programs; III. Hereditary disorders, congenital anomalies and disorders, chronic conditions, and how pet insurance policies interact with those conditions or disorders; and IV. rating, underwriting, renewal, and other related administrative topics. c. Satisfaction of substantially similar training requirements in another state will satisfy this state's training requirements.
