Life Underwriter Training Council Fellow (LUTCF). The Commissioner may waive the requirements for health insurance license applicants if the applicant has the following designations: a. Registered Health Underwriter (RHU); b. Certified Employee Benefit Specialist (CEBS); c. Registered Employee Benefit Consultant (REBC); or d. Health Insurance Associate (HIA).
The following requirements will no longer apply after Oct. 1, 2024: Before taking the examination, the applicant for a resident producer license must: a. complete the following required prelicense education hours in an approved course: I. 60 hours for life or health; II. 96 hours for property or casualty; or III. 30 hours for personal lines, automobile, or title; b. complete 20 hours of prelicensing education for each line of authority listed below: I. life/health; II. property/casualty; III. title; IV. personal lines; or V. automobile; c. have been employed for at least 1 year during the 3 preceding years: I. by the Maryland Insurance Administration, an insurer or an insurance producer; and II. with responsible duties in the same kind of insurance to be transacted under the license; d. be previously licensed in another jurisdiction for at least 1 year; or e. if once a member of the U.S. Armed Forces, have been employed for at least 1 year during the 3 years preceding entry into or immediately after discharge from the service: I. by an insurer or producer; and II. in the same kind of insurance to be transacted under the license

Producers whose licenses were active for 25 years or more as of Oct. 1, 2008, need only 8 hours CE per renewal period. Those who were 70 as of April 30, 2013, are exempted from CE entirely. Most limited lines agents are exempt from CE. Maryland attorneys who only hold title line insurance licenses and are current on legal CE are exempt from insurance CE.

Maryland Adds Requirements For Resident and Nonresident Limited Lines Credit Insurance Producer
Effective October 1, 2024, Maryland added requirements for resident and nonresident limited lines credit insurance producer applicants needing to finish a Commissioner-approved course led by an insurer that sells, solicits, or negotiates limited line credit insurance before being licensed.
Maryland Increase Maximum Civil Penalties For Violations of Certain Insurance Laws
On August 7, 2024, Maryland Insurance Administration posted a bulletin to notify insurance producers and public adjusters that 2024 Maryland laws would increase the maximum civil penalties that the Administration may impose for certain statutory violations. These changes become effective on October 1, 2024. Please see the attachment for more information.
Maryland Pre-Licensing Requirements
On July 24, 2024, Maryland posted a bulletin repealing the pre-licensing education and experience requirements for certain producer license applicants. This change will be effective on October 1, 2024. Please see the attached bulletin for more information.

Maryland Announces 2024 Company Appointment Renewal Dates
Effective June 3, 2024, Maryland company appointment renewal invoices will be available for payment through August 30, 2024. Termination deadline is May 24, 2024.
Maryland Issues Bulletin Related to Title Insurance
On April 1, 2024, Maryland issued a bulletin to notify all title insurers, title insurance agencies, and title insurance producers writing title insurance in Maryland of relevant code changes. See attachment.
Maryland Insurance Administration Releases Bulletin on Code of Maryland Regulations Revisions for Comment
On January 9, 2024, Maryland Insurance Administration released bulletin No. 24-2 for Code of Maryland Regulations notifying title insurers, title insurance agencies, and title insurance producers writing title insurance about 2022 legislative session amendments.
Maryland Added Flood CE Requirement
Effective October 1, 2023, Maryland will require that property and casualty insurance producers who sell homeowners insurance or commercial property insurance are also subject to the flood CE requirement. See attachment for full details.
Maryland Made a Change to Continuing Education Requirement
Maryland made a change to continuing education requirements effective May 22, 2023. A licensed insurance producer who possesses a license to sell property and casualty insurance and who sells flood insurance, homeowners insurance, or commercial property insurance shall obtain at least 2 hours of continuing education that directly relates to flood insurance as part of the required hours of continuing education. Maryland Motor Club 2023 Company Appointment Renewals

Maryland Surplus Lines Brokers Policy Fees
Effective October 1, 2022, Maryland will allow a qualified surplus lines broker to charge a reasonable policy fee on a policy issued by a surplus lines insurer to an exempt commercial policyholder. See attached Bulletin

Maryland Increases Surplus Lines Fee Cap
Effective October 10, 2022, the policy fee a Surplus Lines Broker may charge on a policy issued by a surplus lines broker has been raised. The fee cap is now $200 on each personal lines policy and $500 OR 7% of the policy's premium (whichever is greater).
