Scott A. White

Scott A. White was appointed Commissioner of Insurance of the Virginia Bureau of Insurance (Bureau) on Jan. 1, 2018. The Bureau is a division of the Virginia State Corporation Commission (SCC), which regulates the certain financial services and public utilities industries doing business in Virginia. 

White began his career at the SCC in 1998 as a research analyst with the Bureau. In 1999, he joined the Office of General Counsel, advising the Bureau on all major insurance regulatory and compliance matters. In 2011, he became head of the financial services legal division, expanding his practice to include representation on securities and banking matters. Prior to government service, White was engaged in private practice In Missouri specializing in litigation. 

Commissioner White has chaired the National Association of Insurance Commissioners’ (NAIC) Financial Condition (E) Committee since 2020 and the Long­Term Care Insurance (EX) Task Force since 2019. He is also a member of the Life Insurance (A) Committee and the Financial Accreditation and Standards (F) Committee. He serves on the NAIC’s Executive (EX) Committee, the Internal Administration (EXl) Subcommittee, and is a member of the International Association of Insurance Supervisors (IAIS) Macroprudential Committee. 

Commissioner White earned a Bachelor of Art degree from the University of Virginia and a law degree from the University of Missouri.
